**Εθισμένοι στο διαδίκτυο οι έφηβοι της Μεσσηνίας

* ΥΠΟ ΙΑΤΡΙΚΗ ΠΑΡΑΚΟΛΟΥΘΗΣΗ ΕΠΤΑ ΠΑΙΔΙΑ ΣΤΟ ΝΟΣΟΚΟΜΕΙΟ ΚΑΛΑΜΑΤΑΣ
* «Το ποσοστό των εφήβων με συμπεριφορά εξάρτησης από το διαδίκτυο είναι μεγαλύτερο στις πόλεις της περιφέρειας σε σύγκριση με την Αττική», τόνισε σε ημερίδες για το διαδίκτυο, χθες και προχθές, σε Καλαμάτα και Κυπαρισσία αντίστοιχα, ο συμπατριώτης μας επιστημονικός συνεργάτης της Μονάδας Εφηβικής Υγείας της Β΄ Παιδιατρικής Κλινικής του Πανεπιστημίου Αθηνών και εκπρόσωπος του Ελληνικού Κέντρου Ασφαλούς Διαδικτύου (http://www.saferinternet.gr/ ), Γιώργος Κορμάς.
** Στη Μεσσηνία, όπως είπε, επτά παιδιά βρίσκονται υπό ιατρική παρακολούθηση στη μονάδα που λειτουργεί στο Νοσοκομείο Καλαμάτας, ενώ έχουν γίνει και δύο απόπειρες αυτοκτονίας. «Ωστόσο, τα στοιχεία δείχνουν καλύτερα μετά τις προσπάθειες που γίνονται, σε συνεργασία και με τη Μητρόπολη Μεσσηνίας και άλλους φορείς. Βέβαια, δεν εφησυχάζουμε» συμπλήρωσε.
*Αναλυτικά:
* Σε μια προσπάθεια, που διοργανώθηκε και καταγράφεται για πρώτη φορά στην Ευρωπαϊκή Ένωση, συμμετείχαν περισσότεροι από 2.000 μαθητές από δεκατέσσερα σχολεία Δευτεροβάθμιας Εκπαίδευσης στη Μεσσηνία. Εδώ και δύο χρόνια, ο ιατρός Γιώργος Κορμάς, συνεργάτης της Μονάδας Εφηβικής Υγείας της Β’ Παιδιατρικής Κλινικής του Πανεπιστημίου Αθηνών και εκπρόσωπος του Ελληνικού Κέντρου Ασφαλούς Διαδικτύου, συναντιόταν με τους μαθητές και συζητούσε μαζί τους για το Διαδίκτυο. Με τη βοήθεια των Διευθύνσεων Εκπαίδευσης του νομού και ειδικά με τη συνεργασία του Γραφείου Αγωγής Υγείας Β/βάθμιας Εκπαίδευσης Μεσσηνίας, με την αρωγή του Γραφείου Γυναικείων Θεμάτων και Οικογένειας της Μητρόπολης Μεσσηνίας και του Συλλόγου Γονέων Καλαμάτας, μοιράστηκαν στους μαθητές ερωτηματολόγια. Στόχος της έρευνας ήταν να καταγραφεί η οπτική των Μεσσήνιων μαθητών όσον αφορά στο Διαδίκτυο, ειδικά αφού, όπως έδειξε προηγούμενη έρευνα (2010) του Ελληνικού Κέντρου Ασφαλούς Διαδικτύου, το ποσοστό εθισμού στο Ίντερνετ των παιδιών στην περιφέρεια είναι μεγαλύτερο αυτού των παιδιών στην Αθήνα. Οι Αθηναίοι έφηβοι 14-16 ετών παρουσιάζουν εθισμό 1,3%, ενώ οι νέοι της επαρχίας 3,4%, αντίστοιχα. Στη Μεσσηνία, αυτή τη στιγμή, παρακολουθούνται επτά νέοι λόγω προχωρημένου εθισμού στο Διαδίκτυο. Χθες, στο Πνευματικό Κέντρο Καλαμάτας παρουσιάστηκαν τα αποτελέσματα της έρευνας «Μεσσηνία – SafeInternet» και μαθητές έκαναν τις δικές τους προτάσεις για την ασφαλέστερη χρήση του Διαδικτύου.
* Από τη Μεσσηνία συμμετείχαν τα σχολεία: 5ο Γυμνάσιο Καλαμάτας, 6ο Γυμνάσιο Καλαμάτας, Πειραματικό Γυμνάσιο, Εκπαιδευτήρια Μπουγά, 1ο Γυμνάσιο Μεσσήνης, 2ο Γυμνάσιο Μεσσήνης, Γυμνάσιο Πύλου, Γυμνάσιο Κορώνης, 4οΓΕΛ Καλαμάτας, 1ο ΓΕΛ Μεσσήνης, 2ο ΓΕΛ Μεσσήνης, ΕΠΑΛ Μεσσήνης, ΓΕΛ Πύλου, ΓΕΛ Κορώνης.
* Στους λόγους γιατί περνούν τόσο χρόνο στο ίντερνετ, οι Μεσσήνιοι μαθητές σημείωσαν: Δεν υπάρχουν χώροι άθλησης και άλλων δυνατοτήτων (π.χ. σινεμά, θέατρο, μουσική). Στα μικρά χωριά δεν υπάρχουν συνομήλικοι. Οι γονείς νιώθουν πιο σίγουροι όταν το παιδί μπαίνει στο ίντερνετ, παρά όταν παίζει σε αλάνες. Τα παιδιά της επαρχίας είναι λιγότερο «υποψιασμένα» και λιγότερο ενημερωμένα. Δεν υπάρχουν σχολικές ή δημοτικές βιβλιοθήκες για να κάνουν τις εργασίες τους. Τα ΜΜΕ παρακινούν στην κοινωνική δικτύωση. Το ίντερνετ είναι «τόπος» γνωριμίας – κοινωνικοποίησης. Είναι παράθυρο στον κόσμο. Τους ωθούν ανάγκες επικοινωνίας, ενημέρωσης, το Διαδίκτυο είναι «ψυχαγωγικό καταφύγιο». Λόγοι χαμηλής αυτοεκτίμησης κ.ά. Για την πρωτεύουσα, οι Μεσσήνιοι μαθητές θεωρούν ότι τα παιδιά εκεί είναι πιο απελευθερωμένα, με περισσότερες διεξόδους και δυνατότητες, γι’ αυτό, κυρίως, χρησιμοποιούν λιγότερο το ίντερνετ.
* Στη συνέχεια μαθητές και μαθήτριες από το Γυμνάσιο Κορώνης και το Λύκειο Πύλου τοποθετήθηκαν. Σημείωσαν ότι θεωρούν όντως περιορισμένες τις δυνατότητες στις μικρές πόλεις και χωριά, όμως, από την άλλη, το Διαδίκτυο είναι ένας «υπέροχος κόσμος» που δεν πρέπει να δαιμονοποιείται. Υπογράμμισαν την ανάγκη να δημιουργήσει η Πολιτεία τις υποδομές εκείνες που θα δώσουν στους νέους διεξόδους άλλες πέρα από το Διαδίκτυο και μίλησαν για τη σημασία της προσωπικής ευθύνης.
* Ενδιαφέρον παρουσιάζουν τα στοιχεία που παράθεσε ο ιατρός κ. Κορμάς. Ο αριθμός των κλήσεων που δέχεται από τη Μεσσηνία η Γραμμή Βοήθειας ΥποΣΤΗΡΙΖΩ (τηλ. 80011 80015  ,  80011 80015  , χωρίς χρέωση) είναι πενταπλάσιος από τις υπόλοιπες περιοχές, λόγω ακριβώς της ενημέρωσης τα τελευταία δυο χρόνια. 34,01% των συνολικών κλήσεων αφορούν σε υπερβολική ενασχόληση εφήβων με το Διαδίκτυο. Σύμφωνα με την πανελλήνια έρευνα του 2010, το 2,4% των εφήβων παρουσιάζει συμπεριφορά εξάρτησης (το 2007 το ποσοστό ήταν 1%) και το 19,1% είναι σε οριακή χρήση (2007: 12,8%). Σήμερα, τα δύο φύλα ως προς την εξάρτηση είναι 50-50, ενώ το 2007 ήταν 80% αγόρια και 20% κορίτσια. Ανησυχητικό είναι ότι το 15,1% των εφήβων κάνει χρήση τζόγου στο Διαδίκτυο, εξ αυτών το 6,8% συχνή χρήση τζόγου.
* Από τις τοποθετήσεις των μαθητών, πάντως, στο αμφιθέατρο του Πνευματικού Κέντρου διαφάνηκε ότι οι νέοι στέκονται σοβαρά απέναντι στο πρόβλημα, ενώ ο κ. Κορμάς υπογράμμισε ότι η Μεσσηνία διαθέτει πλέον τις δομές ώστε να ενημερώνει μαθητές, γονείς και καθηγητές για τις παγίδες του Διαδικτύου.- Γ.Ο.

** Δήμος Καλαμάτας
* Μπουνιές και κλωτσιές για τα προνοιακά
* Λάδι στην… οργή των δικαιούχων βάζει η συνεχιζόμενη καθυστέρηση από την πλευρά της κυβέρνησης της αποστολής της χρηματοδότησης στο Δήμο Καλαμάτας για την καταβολή των προνοιακών επιδομάτων για το δεύτερο δίμηνο του 2011.
* Κάθε ημέρα που περνάει χωρίς να υπάρχει λύση στο πρόβλημα, οι άνθρωποι που δικαιούνται του βοηθήματος αγανακτούν όλο και περισσότερο, με αποτέλεσμα να φτάνουν και σε ακρότητες.
* Αυτό έγινες χθες το πρωί, όταν περίπου είκοσι (20) άτομα συγκεντρώθηκαν στο Δημαρχείο προκειμένου να μάθουν για την τύχη του θέματος. Κάποια στιγμή, όταν διαπίστωσαν ότι δεν υπάρχει σαφής απάντηση από την πλευρά του Δήμου Καλαμάτας, τα πνεύματα οξύνθηκαν και ορισμένοι, μάλιστα, από τους δικαιούχους επιτέθηκαν και προπηλάκισαν το γενικό γραμματέα Βασ. Χατζή, ο οποίος τραυματίστηκε ελαφρά. Προκειμένου να επανέλθει η τάξη στο Δημαρχείο, κλήθηκαν αστυνομικές δυνάμεις, οι οποίες και κατάφεραν να ηρεμήσουν τα πνεύματα.
* Πάντως, σχετικά με το θέμα που έχει δημιουργηθεί, θα πρέπει να ξεκαθαριστεί ότι ο Δήμος Καλαμάτας δε φέρει την παραμικρή ευθύνη. Όπως κατέστησαν σαφές με δηλώσεις τους τις προηγούμενες ημέρες, τόσο ο δήμαρχος Παν. Νίκας όσο και ο αρμόδιος αντιδήμαρχος Δ. Μπούχαλης, «η κυβέρνηση με τον “Καλλικράτη” έχει μετακυλήσει αρμοδιότητες στους Δήμους χωρίς να έχει εξασφαλίσει τις απαραίτητες πιστώσεις. Μια περίπτωση είναι και τα προνοιακά επιδόματα, για την καταβολή των οποίων πλέον είναι υπεύθυνοι οι Δήμοι. Για να συμβεί, όμως, αυτό θα πρέπει να υπάρχουν οι απαραίτητες πιστώσεις από το αρμόδιο υπουργείο Εσωτερικών. Αυτό, όμως, μέχρι σήμερα δεν έχει διασφαλίσει τις πιστώσεις για να πληρωθούν οι δικαιούχοι για το β’ δίμηνο του 2011.
* Οι πολίτες έχουν δίκιο που διαμαρτύρονται, αλλά πρέπει να καταλάβουν ότι μιλάμε για ένα ποσό ύψους δύο (2) εκατομμυρίων ευρώ, το οποίο ο Δήμος δεν μπορεί να διαθέσει».-  Α.Π.

** Ιατρικός Σύλλογος

* Πρώτη στις εκλογές η «Ιατρική Ενότητα»
* Ο συνδυασμός «Ιατρική Ενότητα» με επικεφαλής τον Μιχάλη Μιχαήλ ήρθε πρώτος με αρκετά μεγάλη πλειοψηφία στις εκλογές του Ιατρικού Συλλόγου Μεσσηνίας και εκλέγει 6 έδρες. Στο νέο Δ.Σ. θα συμμετέχουν επίσης η «Ανανέωση», με επικεφαλής τον Δημήτρη Τζαμουράνη και 4 έδρες, καθώς και ο συνδυασμός «Ισότητα και Αλληλεγγύη» με επικεφαλής τον Χαράλαμπο Καρακύκλα και μία έδρα, την οποία καταλαμβάνει ο ίδιος.-
Μιχάλης Μιχαήλ
* «Ιατρική Ενότητα»
* «Μπορεί να ήμουν για πρώτη φορά υποψήφιος πρόεδρος του Ιατρικού Συλλόγου, όμως δεν είμαι καινούργιος στο χώρο, υπάρχει εμπειρία» σημείωσε χθες στο «Θ» ο επικεφαλής της «Ιατρικής Ενότητας» Μιχάλης Μιχαήλ, γιατρός του Νοσοκομείου Καλαμάτας.
* «Τα προβλήματα είναι ετών και τελευταία έχουν μεγαλώσει πολύ. Θα προσπαθήσουμε όσο μπορούμε για το καλύτερο, στο πλαίσιο των δυνατοτήτων του Ιατρικού Συλλόγου Μεσσηνίας. Ας μην ξεχνάμε ότι είμαστε ένας περιφερειακός ιατρικός σύλλογος. Δεν είμαστε ο Ιατρικός της Αθήνας, ούτε ο Πανελλήνιος. Βεβαίως, θα κάνουμε τις παρεμβάσεις μας εκεί που χρειάζεται, αλλά ξέρουμε ότι μπορεί κάποιες φορές να είναι αναποτελεσματικές, επειδή η περιφέρεια δεν ακούγεται πάρα πολύ στο κέντρο. Παρ’ όλα αυτά, εμείς θα προσπαθήσουμε, ώστε να προβάλλουμε τα προβλήματα του κλάδου των γιατρών, αλλά και να φέρουμε τον Ιατρικό Σύλλογο πιο κοντά στους πολίτες της Μεσσηνίας, οι οποίοι θέλουν να έχουν καλή υγεία, είτε απευθύνονται στο δημόσιο τομέα είτε στον ιδιωτικό».
* Ο κ. Μιχαήλ πιστεύει πως ένα από τα θέματα που πρέπει να απασχολήσουν το νέο Δ.Σ., είναι η ενότητα των γιατρών. «Αυτό ήταν και το χαρακτηριστικό του ψηφοδελτίου μας, “Ιατρική Ενότητα”. Δεν είναι σχήμα λόγου, το εννοούμε αυτό που λέμε. Το ψηφοδέλτιό μας αντιπροσώπευσε σχεδόν όλους τους χώρους εργασίας των γιατρών. Είχαμε και νοσοκομειακούς γιατρούς και ελεύθερους επαγγελματίες και από τα Κέντρα Υγείας και θα εκπροσωπούνται στο Διοικητικό Συμβούλιο, έτσι ώστε να αναδεικνύονται τα προβλήματα όλων των χώρων εργασίας των γιατρών. Το πρώτο ζήτημα είναι να αμβλυνθούν όποιες αντιπαλότητες υπάρχουν. Είμαστε ένας επιστημονικός σύλλογος, μεταξύ μας έχουμε μικρές διαφορές, αλλά πάρα πολλά κοινά σημεία, οπότε πρέπει όλοι μαζί να προσπαθήσουμε για το καλύτερο, τόσο για τους γιατρούς όσο και για το μεσσηνιακό λαό».
** Δημήτρης Τζαμουράνης
* «Ανανέωση»* Εκ μέρους της «Ανανέωσης» ο επικεφαλής της, Δημήτρης Τζαμουράνης, δήλωσε στο «Θ» σχετικά με τα αποτελέσματα:
* «Το αποτέλεσμα των εκλογών δεν ήταν το απόλυτα επιθυμητό για το συνδυασμό μας, ωστόσο ενισχυθήκαμε σε ψήφους και κατακτήσαμε μια έδρα παραπάνω από την προηγούμενη φορά. Θα πρέπει να γνωρίζετε ότι στις εκλογές, πέρα από τους γιατρούς που δραστηριοποιούνται στο νομό μας, ψηφίζει παροδικά και ένα σώμα νέων γιατρών, ειδικευόμενων - αγροτικών, που εύκολα κατευθύνεται προς συγκεκριμένες επιλογές. Εμείς, ως συνδυασμός, εκφράζουμε σημαντικό κομμάτι ενεργών γιατρών, που μας εμπιστεύεται, στηριζόμαστε σε αρχές και αξίες και αυτές θα προσπαθήσουμε να αναδείξουμε στο νέο Διοικητικό Συμβούλιο».
*** Χαράλαμπος Καρακύκλας
* «Ισότητα και Αλληλεγγύη»
* Για τα αποτελέσματα που έδωσαν μία έδρα στο συνδυασμό του, ο Χαράλαμπος Καρακύκλας, επικεφαλής της «Ισότητας και Αλληλεγγύης», μας είπε: «Η πορεία μου είναι μοναχική. Ο πλάτανος στο δάσος στέκεται όρθιος μόνος του, χωρίς στηρίγματα, όπως μου είπε σήμερα το πρωί και ένας φίλος. Θέλω να ευχαριστήσω από καρδιάς τους συναδέλφους που με επιλέγουν κάθε φορά που θέτω υποψηφιότητα και δείχνουν εμπιστοσύνη στο πρόσωπό μου. Από τη μεριά μου, αυτό που μπορώ να πω είναι ότι θα συμπαρασταθώ σε όλα τα προβλήματα όλων των γιατρών, όπως κάνω πάντα». - Μ.Κ.

** Δήμος Μεσσήνης
* Παρέδωσε μικρό όχημα στην Πυροσβεστική
* Ένα μικρό όχημα πλήρες εξοπλισμού παρέδωσε χθες στην Πυροσβεστική Υπηρεσία Καλαμάτας ο Δήμος Μεσσήνης. Στη λιτή τελετή που πραγματοποιήθηκε, ο δήμαρχος Στάθης Αναστασόπουλος ανέφερε ότι η συγκεκριμένη ενέργεια βασίζεται στην καλή συνεργασία με την Πυροσβεστική Υπηρεσία, «την οποία εμπιστευόμαστε και υπό τις οδηγίες της οποίας τιθέμεθα όταν υπάρχει κάποιο περιστατικό». Πρόσθεσε δε ότι η Πυροσβεστική παραχωρεί στην περιοχή ένα επιπλέον περιπολικό όχημα σε σχέση με πέρσι, που θα εδρεύει στην ενδοχώρα του Δήμου και «θεωρούμε πως θα προσφέρουμε μεγαλύτερη προστασία στους συμπολίτες μας, όταν η ίδια η Πυροσβεστική, με το έμπειρο προσωπικό που διαθέτει, περιπολεί στην ευρύτερη περιοχή».
* Έθεσε ακόμη στη διάθεση της Πυροσβεστικής τον αρμόδιο αντιδήμαρχο και όλους τους εθελοντές, σε περίπτωση που συμβεί κάτι, ώστε να μειωθούν στο ελάχιστο τα προβλήματα.
* Ο κ. Αναστασόπουλος ανέφερε ότι ολοκληρώνεται σύντομα η συντήρηση που απαιτείται και η βελτίωση των υποδομών, ενώ θα γίνουν και βελτιωτικές ενέργειες ως προς τον καθαρισμό του αγροτοδασικού δικτύου. «Έχουμε καθυστερήσει», συνέχισε, «καθώς δεν πήραμε το προσωπικό όσο έγκαιρα θέλαμε. Αυτή την περίοδο έχουμε την προκήρυξη που βρίσκεται σε εξέλιξη για εργάτες καθαριότητας, οδηγούς και χειριστές, οι οποίοι θα ασχοληθούν και με την πυροπροστασία, με στόχο το καλύτερο δυνατό απέναντι στους συνδημότες μας».
* Μίλησε, επίσης, για την προγραμματισμένη για χθες διευρυμένη σύσκεψη στο Πεταλίδι, που αφορούσε και στις Δημοτικές Ενότητες Αίπειας και Βουφράδας, με το διοικητή της Πυροσβεστικής Υπηρεσίας, εκπρόσωπο της Περιφερειακής Ενότητας Μεσσηνίας, του Δασαρχείου και τους εθελοντές της περιοχής, για το τι μέλλει γενέσθαι.
* Δήλωσε καταλήγοντας ότι θα ακολουθήσει ένταση έργου και εργασιών, για να υπάρχει μια θερινή περίοδος με όσο το δυνατόν λιγότερα προβλήματα, ει δυνατόν με κανένα.

* Κανονικά οι αποζημιώσεις ακινήτων για το δρόμο
* Την απάντηση ότι έχει καταβληθεί η αποζημίωση ακινήτων που θίγονται από την απαλλοτρίωση για την κατασκευή του αυτοκινητόδρομου Τσακώνα – Καλαμάτα σε περιοχές των πρώην Δήμων Θουρίας, Αρφαρών και Άριος, δίνει με έγγραφό του στον αντιπεριφερειάρχη Μεσσηνίας Χρ. Μαλαπάνη ο προϊστάμενος της Ειδικής Υπηρεσίας Δημοσίων Έργων Μελετών Κατασκευών Έργων Παραχώρησης Πελοποννήσου Ι. Καρνέσης.
* Αφού επισυνάπτει τα γραμμάτια σύστασης παρακαταθήκης και τις αντίστοιχες εκδοθείσες επιταγές, προσθέτει ότι η παρακατάθεση έχει δημοσιευθεί σε ΦΕΚ και η αποζημίωση καταβάλλεται στους δικαιούχους, αφού πρώτα έχουν αναγνωριστεί με δικαστική απόφαση.
* Καταλήγοντας επισημαίνει ότι είναι αβάσιμες οι απόψεις που διατυπώνονται περί μη καταβολής των χρημάτων από το υπουργείο στο Ταμείο Παρακαταθηκών και Δανείων.
** Εγκληματικότητα στην Τριφυλία
* Απεγνωσμένη έκκληση Κόλλια για βοήθεια
* Επιστολή στο νέο αστυνομικό διευθυντή Μεσσηνίας Βασίλη Γεωργακόπουλο απέστειλε ο δήμαρχος Τριφυλίας Κώστας Κόλλιας, εκφράζοντάς του ευχές για την ανάληψη των καθηκόντων του. Παράλληλα, ο κ. Κόλλιας θέτει και μια σειρά από ζητήματα που έχουν να κάνουν με τη διαρκώς αυξανόμενη εγκληματικότητα στην Τριφυλία, σημειώνοντας την έλλειψη σε προσωπικό και οχήματα.
* Αξίζει να θυμίσουμε πως το τελευταίο χρονικό διάστημα τα κρούσματα εγκληματικότητας στην Τριφυλία έχουν πάρει τεράστιες διαστάσεις. Ένοπλη ληστεία στην ΕΤΕ Κυπαρισσίας, διαρρήξεις και ληστείες σε καταστήματα και οικίες, με τελευταίες στην Τερψιθέα, τη Σπηλιά, τους Γαργαλιάνους, την Αγία Κυριακή κ.α., ακόμη και μέρα μεσημέρι, ζωοκλοπές, παραβιάσεις οχημάτων, σημειώνονται σχεδόν σε καθημερινή βάση, με τους πολίτες να αισθάνονται ανασφαλείς, ακόμη και μέσα στα σπίτια και τα καταστήματά τους.

**  Το πλήρες κείμενο της επιτολής έχει ως εξής:
* «Κύριε διοικητά, έστω και καθυστερημένα, σας εκφράζω τα συγχαρητήριά μου και τις θερμές ευχές μου για καλή επιτυχία στο έργο σας, που πράγματι λόγω συγκυρίας γίνεται δυσκολότερο. Είμαι βέβαιος ότι τα ζητήματα που θα σας θέσω μ’ αυτή την επιστολή μου και τα γνωρίζετε και σας απασχολούν. Είμαι, όμως, υποχρεωμένος να τα επισημάνω, έστω και σε τίτλους, προσβλέποντας σε μια συνάντηση, την οποία σας παρακαλώ να έχουμε το συντομότερο δυνατόν, όπου θα μπορέσουμε να τα συζητήσουμε διεξοδικά. Το πρώτο, το πλέον σοβαρό και διαρκώς εντεινόμενο πρόβλημα και της δικής μας περιοχής, είναι η διαρκώς αυξανόμενη εγκληματικότητα. Σας υπενθυμίζω ότι ο Δήμος Τριφυλίας έχει μια ιδιαιτερότητα στην αστυνόμευσή του, καθώς εκτείνεται σε μια τεράστια γεωγραφική έκταση, που περιλαμβάνει τις τρεις μεγάλες πόλεις, Γαργαλιάνους, Κυπαρισσία και Φιλιατρά, την ευρεία περιοχή Κοπανακίου, ιδιαίτερα αναπτυσσόμενα διαμερίσματα, όπως Καλό Νερό και Μαραθουπόλη, δεκάδες άλλα διαμερίσματα, πλειάδα οικισμών και εκατοντάδες παραθεριστικές και αγροτικές κατοικίες, που είναι διάσπαρτες στην ευρεία γεωγραφική περιφέρεια του Δήμου μας. Ένα άλλο στοιχείο που δυσχεραίνει ακόμη περισσότερο την αστυνόμευση της περιοχής μας είναι η ενδημούσα λαθρομετανάστευση, καθώς ολοχρονίς - λόγω και της καλλιέργειας κηπευτικών – η Τριφυλία αποτελεί χώρο προσέλευσης λαθρομεταναστών. Αυτά τα δύο κύρια βασικά χαρακτηριστικά έχοντας ο Δήμος μας είναι προφανές ότι χρήζει ιδιαίτερης προσοχής για την αντιμετώπιση της εγκληματικότητας. Κι αυτό είναι το μεγάλο αίτημα των συνδημοτών αλλά και των επισκεπτών μας, που νοιώθουν ανασφαλείς, καθώς καθημερινά σχεδόν σημειώνεται ένα ή και περισσότερα κρούσματα ληστείας. Η κατάσταση επιβαρύνεται ακόμη περισσότερο από τις ελλείψεις και τις αδυναμίες που παρουσιάζουν οι ίδιες οι Αστυνομικές Υπηρεσίες στην περιοχή μας. Αδυναμίες και ελλείψεις που συχνά εγκυμονούν κινδύνους και για το ίδιο το προσωπικό τους. Καταρχήν οφείλω να σημειώσω ότι η συνεργασία του Δήμου μας με τις Διοικήσεις της Αστυνομικής Υποδιεύθυνσης Κυπαρισσίας, των Αστυνομικών Τμημάτων Κυπαρισσίας, Φιλιατρών, Γαργαλιάνων και Κοπανακίου και του Τμήματος Τροχαίας Κυπαρισσίας είναι (και από την πλευρά μας τουλάχιστον θα επιδιωχθεί να παραμείνει) άψογη. Όπως, επίσης, οφείλω να σημειώσω ότι και οι προσπάθειες των ανδρών και των γυναικών που στελεχώνουν τις αστυνομικές υπηρεσίες του Δήμου μας είναι φιλότιμες. Όμως, δεν επαρκούν για να είναι όσο χρειάζεται αποτελεσματικές. Και δεν επαρκούν γιατί, όπως ήδη σημείωσα, παρουσιάζουν μεγάλες ελλείψεις και αδυναμίες. Ελλείψεις σε προσωπικό, καθώς πολλές από τις προβλεπόμενες (ξεπερασμένες πια κι αυτές σε αριθμό) οργανικές θέσεις παραμένουν κενές, αλλά και καθώς γίνεται «αφαίμαξη» και αυτού του υπάρχοντος προσωπικού, που συχνά καλείται να προσφέρει υπηρεσίες πέραν των ορίων της έδρας του. Αλλά ελλείψεις και σε μέσα, κυρίως σε αυτοκίνητα και μοτοσικλέτες. Και ακριβώς οι ελλείψεις αυτές δημιουργούν οργανωτικές αδυναμίες, έτσι: Η ΟΠΚΕ που είχε συγκροτηθεί για κάποιο διάστημα στην Τριφυλία έχει διαλυθεί. Η ΟΠΤΑ δεν είναι συγκροτημένη. Οι περιπολίες είναι ανεπαρκείς Αισθητή είναι και η έλλειψη Τμήματος Ασφαλείας στο Δήμο.
* Κύριε διοικητά, αντιλαμβανόμαστε την οικονομική συγκυρία. Ωστόσο, στην υποχρέωση που έχουμε για την προστασία και την ασφάλεια του πολίτη δεν μπορεί να γίνονται εκπτώσεις».
* Η επιστολή κοινοποιείται στην Αστυνομική Υποδιεύθυνση Κυπαρισσίας, τα Αστυνομικά Τμήματα Γαργαλιάνων, Κυπαρισσίας, Φιλιατρών, Κοπανακίου και το Τμήμα Τροχαίας Κυπαρισσίας.- Η. Γ.
** Εκδήλωση ΝΟΔΕ
* Ο Γ. Μιχελάκης στις 28 Μαΐου στην Καλαμάτα
* Η ΝΟΔΕ Μεσσηνίας ετοιμάζεται για την ετήσια εκδήλωσή της, που φέτος θα πραγματοποιηθεί στις 28 Μαΐου και, σύμφωνα με πληροφορίες, επίσημος προσκεκλημένος αναμένεται να είναι ο εκπρόσωπος Τύπου του κόμματος Γιάννης Μιχελάκης.
*Στο πολιτικό μέρος της εκδήλωσης, όπως είναι φυσικό, πρόκειται να κυριαρχήσουν η οικονομική πολιτική της κυβέρνησης και τα αδιέξοδα που αυτή παράγει, σύμφωνα με το κόμμα της αξιωματικής αντιπολίτευσης, αλλά και η πρόταση της Νέας Δημοκρατίας για αλλαγή στον τρόπο διακυβέρνησης της χώρας, όπως θα διατυπωθεί τις επόμενες ημέρες από τον πρόεδρο Αντώνη Σαμαρά σε ειδική εκδήλωση στο Ζάππειο.- Α.Π.

** Περιφερειακό Συμβούλιο
* Ένταση χθες για τον προϋπολογισμό
* Με 25 ψήφους υπέρ, 2 κατά, 8 λευκά και 2 αποχές, εγκρίθηκε από το Περιφερειακό Συμβούλιο μετά από πολύωρη συζήτηση, από την οποία δεν έλειψαν οι εντάσεις και οι διαξιφισμοί, η δεύτερη αναμόρφωση του προϋπολογισμού της Περιφέρειας Πελοποννήσου. -
* Κατά τη συζήτηση έμειναν «ανοιχτοί λογαριασμοί» μεταξύ του κ. Τατούλη και της μείζονος μειοψηφίας, όταν ο πρώτος υποστήριξε πως χάθηκαν οι μετοχές της ΑΝΕΝ για τη «Μυρτιδιώτισσα» και τα GPS που είχαν αγοραστεί για να τοποθετηθούν στα οχήματα, στην προσπάθειά του να καταδείξει τα προβλήματα που υπάρχουν στην απογραφή.
* Η στάση του αυτή ήταν απόρροια της δήλωσης του κ. Δράκου πως ο συνδυασμός του δε θα ψηφίσει υπέρ της αναμόρφωσης του προϋπολογισμού, αλλά και της άποψης που εξέφρασε, παίρνοντας το λόγο επί προσωπικού: «Ο κ. Τατούλης θέλει να ψηφίζουμε ό,τι θέλει. Κι αν δεν το κάνουμε, επιτίθεται σε όλους».
* Τότε παρενέβη η αντιπεριφερειάρχης Ντίνα Νικολάκου, ο κ. Δράκος ζήτησε την προστασία του προεδρείου και κατέληξε, αναφέροντας: «Δε δεχόμαστε μύγα στο σπαθί μας σε θέματα ηθικής τάξης».
**Ένταση και διαξιφισμοί
* Από την πλευρά του, ο περιφερειάρχης ανέφερε ότι δεν επέρριψε ευθύνες στον κ. Δράκο, καθώς όσα είπε είναι αντικειμενικά γεγονότα. Άφησε δε έντονες αιχμές κατά του γ.γ. Αποκεντρωμένης Διοίκησης, λέγοντας πως η απόφασή του σχετικά με τον προϋπολογισμό της Περιφέρειας Πελοποννήσου συνιστά προσβολή στο Περιφερειακό Συμβούλιο και αναρωτήθηκε με ποιο δικαίωμα ο ασκών στο μεταβατικό επίπεδο τον ελεγκτή νομιμότητας, βγαίνει με τέτοια άποψη σε δημόσια θέση. «Πρώτα από εφημερίδες μάθαμε για το έγγραφο, μετά το παραλάβαμε», είπε χαρακτηριστικά.
* Η αναφορά του γενικεύτηκε, καθώς, όπως είπε στη συνέχεια, «ο γ.γ. αποτελεί μείζον θέμα με τον τρόπο που αντιμετωπίζει τα μεγάλα προβλήματα της Περιφέρειας Πελοποννήσου. Δεν είμαστε διαθέσιμοι να αποδεχθούμε παρέμβαση ή την προσπάθεια να χρησιμοποιηθεί ο θεσμός για ίδιο όφελος. Δεν μπορεί υπουργοί ή όποιοι άλλοι να κάνουν παρέμβαση στον τρόπο λειτουργίας του Περιφερειακού Συμβουλίου, διότι δημιουργείται πρόβλημα στη θεσμική λειτουργία. Δεν μπορεί υπουργοί να θεωρούν ότι είναι υπεράνω οποιασδήποτε κριτικής και να κάνουν κριτική και να σταματήσουν τη συμπεριφορά λογικής της εξουσίας σε αυτή τη δύσκολη περίοδο. Εμείς αποτελούμε ελπίδα για τον τόπο μας, αυτή είναι η ευθύνη και η υποχρέωσή μας και σε καμία περίπτωση δεν μπορούμε να παρακολουθήσουμε έναν παραληρηματικό λόγο», είπε χαρακτηριστικά.
* Ζήτησε δε από τα μέλη του Συμβουλίου να μην τους παρασύρει (ο κ. Δράκος) σε λογικές αποχής: «Είναι κρίσιμο μέγεθος. Με αυτό που κάνει, δείχνει ότι τον ενδιαφέρει να σας έχει σε αλόγιστη ομηρία».
* Η κα Νικολάκου παρατήρησε, ανάμεσα σε άλλα, πως «η αποχή είναι αποχή από την ευθύνη», ενώ νωρίτερα τις απόψεις τους για τη μη ψήφιση της αναμόρφωσης του προϋπολογισμού, είχαν εκφράσει οι εκπρόσωποι των παρατάξεων .

*** Συμμετοχή στη διαβούλευση για τις υδατοκαλλιέργειες
* Στα υπόλοιπα θέματα, ο κ. Τατούλης ανακοίνωσε τη συμμετοχή στη διαβούλευση του υπουργείου Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής για το ειδικό πλαίσιο χωροταξικού σχεδιασμού και αειφόρου ανάπτυξης για τις υδατοκαλλιέργειες και τη στρατηγική διερεύνηση περιβαλλοντικών επιπτώσεων αυτού, που προβλέπει τη δημιουργία δύο μονάδων τόνου στην Περιοχή Ολοκληρωμένης Ανάπτυξης Υδατοκαλλιεργειών Μεσσηνίας ανατολικά της Σαπιέντζας, δυναμικότητας 780 τόνων τη χρονιά και βόρεια της Σχίζας, δυναμικότητας 720 τόνων τη χρονιά.
* Αυτό προέκυψε από την απάντηση που έδωσε σε σχετική επερώτηση του κ. Νικ. Γόντικα.

** Παρασκευαστήριο πίσσας στη Μικρομάνη
* Απαντώντας στην επερώτηση του Θαν. Πετράκου για το παρασκευαστήριο πίσσας του Μορέα στη Μικρομάνη, είπε πως η Περιφέρεια Πελοποννήσου δεν έχει δυνατότητα παρέμβασης. Παρατήρησε δε πως η ερώτηση πάσχει στην ουσία της γιατί ο κ. Πετράκος δε γνωρίζει τις δυνατότητες που παρέχει στον παραχωρησιούχο η σύμβαση παραχώρησης. Βάσει νομοθεσίας, συνέχισε, η αδειοδότηση δε γίνεται από τη Διεύθυνση Βιομηχανίας, γιατί όλα αυτά έχουν ήδη εγκριθεί από το υπουργείο. Καταλήγοντας, εξέφρασε την άποψη ότι «σε περιοχές όπου υπάρχει κοινωνική όχληση δε θα πρέπει να επιλέγεται διαδικασία αντιπαλότητας με τοπικές κοινωνίες, κι αυτό πρέπει να το σεβαστεί ο Μορέας».
  ***** Άλλη μια επίθεση
* Νωρίτερα, είχε εξαπολύσει άλλη μια επίθεση στην Αποκεντρωμένη Διοίκηση με αφορμή την επερώτηση του περιφερειακού συμβούλου Λάμπρου Μπούκλη για τους περιβαλλοντικούς όρους της ΠΟΤΑ Πύλου: «Τα ερωτήματα του κ. Μπούκλη δεν απευθύνονται σε εμάς, αλλά στην Αποκεντρωμένη Διοίκηση. Δυστυχώς, είναι μειονέκτημα του θεσμού, οι αρμοδιότητες της αιρετής Περιφέρειας. Και δυστυχώς και αυτή συνεχίζει (η Αποκεντρωμένη Διοίκηση), στον ευαίσθητο τομέα της πολιτικής των νερών, να είναι αναποτελεσματική, χρονοβόρα, να λιμνάζει υποθέσεις και το πρόβλημα να επιδεινώνεται συνεχώς. Υπάρχουν ζητήματα πενταετίας και τον τελευταίο χρόνο η Αποκεντρωμένη Διοίκηση δεν κάνει τίποτε για να γίνει αποδοτικότερος ο τρόπος λειτουργίας της».
*  Ανέφερε ότι το θέμα των υδάτων απασχολεί την Περιφέρεια Πελοποννήσου, πρόσθεσε ότι είναι ευάλωτη στις κλιματολογικές αλλαγές και προέβλεψε πως πολύ σύντομα θα την απασχολήσουν έντονα, λόγω της κλιματολογικής αλλαγής, προβλήματα σε σχέση με την οικονομία των νερών .
* Παραδέχθηκε, τέλος, ότι μέχρι τώρα δεν έχει ληφθεί σημαντικό μέτρο για πολιτική εξοικονόμησης νερού και πολλές περιοχές απειλούνται με ερημοποίηση και υφαλμύρωση, αλλά «μέσα από τη συγκεκριμένη πολιτική μας θα μπορέσουμε να αντιμετωπίσουμε τα προβλήματα».

* Κλείνουν καταστήματα στη Μεσσηνία;
* Τις τελευταίες μέρες, ιδιαίτερα στην Τριφυλία, έχει φουντώσει για τα καλά η φημολογία, που απορρέει από καλά πληροφορημένες πηγές όπως λέγεται, πως σύντομα θα κλείσουν στην περιοχή, αλλά και στην υπόλοιπη Μεσσηνία, καταστήματα του ΟΤΕ.
* Μάλιστα, ακούγεται πως η απόφαση είναι ειλημμένη και μόνο εντός συγκλονιστικού απροόπτου, που δε διαφαίνεται στον ορίζοντα, αυτή μπορεί να μεταβληθεί μερικώς, καθώς εντάσσεται στη διαδικασία εξορθολογισμού του δικτύου καταστημάτων για τη βελτιστοποίηση και ενίσχυση της αποτελεσματικότητας του ΟΤΕ και των υπηρεσιών του.
* Σύμφωνα με την ίδια φημολογία, αρκετά ΟΤΕshops στη Μεσσηνία παρουσιάζουν μικρή έως ελάχιστη εμπορική κίνηση, γεγονός που συνέτεινε στην «απόφαση» για κλείσιμο των συγκεκριμένων καταστημάτων. Ίσως να παραμείνουν κάποια καταστήματα ως σημεία εξυπηρέτησης, χωρίς εμπορική δραστηριότητα, καθώς και ένα – δύο, πλην Καλαμάτας, για τεχνική υποστήριξη. Η, δε, εξυπηρέτηση των πελατών του ΟΤΕ, για εξόφληση λογαριασμών, θα γίνεται από συνεργαζόμενα καταστήματα.
* Οι υπεύθυνοι του ΟΤΕ τι έχουν να πουν επ’ αυτών; Οι πολιτικοί και αυτοδιοικητικοί παράγοντες της Μεσσηνίας, τι κάνουν; Οι συνδικαλιστικές οργανώσεις και παρατάξεις στον ΟΤΕ, πώς αντιδρούν; Θα περιμένουν, όλοι, μοιρολατρικά να μπουν και νέα «λουκέτα» στη Μεσσηνία; .- Η.Γ.

** Δήμους Πύλου-Νέστορος
* Όχι στο ιχθυοτροφείο τόνου στη Μεθώνη
* Το Δημοτικό Συμβούλιο του Δήμου Πύλου – Νέστορος, με ομόφωνο ψήφισμά του, εκφράζει τη ριζική αντίθεσή του σχετικά με τις θέσεις του ΥΠΕΚΑ για το ιχθυοτροφείο τόνου στη Μεθώνη, επειδή:
* «Όλη η ευρύτερη περιοχή είναι τουριστικά αναπτυγμένη και παρουσιάζει μεγάλη ανάπτυξη θαλάσσιου τουρισμού, ενώ το τμήμα από Μεθώνη έως Ακριτοχώρι είναι ανεπτυγμένο τουριστικά και αποδεικνύεται από το γεγονός ότι ο τζίρος των καταστημάτων σε τιμές του έτους 2006 ανέρχεται σε πάνω από 10.000.000 ευρώ.
* Ακόμη, στην περιοχή δραστηριοποιούνται εβδομήντα οκτώ (78) επιπλωμένα διαμερίσματα, τριάντα (30) ξενοδοχεία, έξι (6) κάμπινγκ, ογδόντα πέντε (85) εστιατόρια, καφέ και καταστήματα τουριστικών ειδών. Επίσης, η τουριστική περιοχή από Μεθώνη έως και Ακριτοχώρι έχει άμεση οπτική επαφή με τις δύο (2) προτεινόμενες ζώνες.
* Πλην των παραπάνω, όλη η ευρύτερη περιοχή είναι χαρακτηρισμένη ως “Natura 2000” και στη θαλάσσια περιοχή της νήσου Σαπιέντζα υπάρχει το θαλάσσιο πάρκο με θαλάσσια βλάστηση “Ποσειδωνία”, με αρχαία ναυάγια στο βυθό και με σπουδαίο αρχαιολογικό υλικό (σαρκοφάγοι κ.λπ.)
* Στο μεταξύ, το χερσαίο μέρος της νήσου Σαπιεντζα είναι χαρακτηρισμένο ως τοπίο προστασίας της φύσης (Π.Φ.) με δύο σημαντικά μνημεία, το μοναδικό στη Μεσόγειο “δάσος δενδρώδους κουμαριάς” και τη “Σπαρτόλακκα”, τόπο με απολιθωμένη γύρη. Ακόμα ευρίσκονται τα λείψανα της “Μονής των Βενεδικτίνων” και η ιστορική της σημασία είναι τεράστια (Συνθήκη Σαπιέντζας το 1409 μ.Χ.), επειδή τότε καθορίστηκαν τα όρια των φράγκικων και βενετσιάνικών κτήσεων της Πελοποννήσου».

Terrorism is a product of choices and perceptions. Politicians use fear for political purposes and spend vast sums of money on dubious security measures. We are terrorizing ourselves with a climate of fear-mongering that exacerbates the threat of terrorism. Terrorists get their name for a reason. Fear is their chief tactic. Political forces push policymakers to hype this fear, encouraging citizens to believe that terrorists are global super villains who can wreck society unless we submit to their demands. Policies based on this fantasy are self-defeating and bring needless war, wasted wealth, and less freedom. We should rely on our confidence rather than our fears. http://venitism.blogspot.com

 Hillary Clinton points out history will record that bin Ladin's death came at a time of great movements toward freedom and democracy, at a time when the people across the Middle East and North Africa are rejecting the extremist narratives and charting a path of peaceful progress based on universal rights and aspirations. There is no better rebuke to al-Qaida and its heinous ideology.
 Clinton has worked to forge a worldwide anti-terror network. She has drawn together the effort and energy of friends, partners, and allies on every continent. American partnerships, including American close cooperation with Pakistan, have helped put unprecedented pressure on al-Qaida and its leadership. Continued cooperation will be just as important in the days ahead, because even as we mark this milestone, we should not forget that the battle to stop al-Qaida and its syndicate of terror will not end with the death of bin Ladin. Indeed, we must take this opportunity to renew our resolve and redouble our efforts.
 In Afghanistan, Americans will continue taking the fight to al-Qaida and their Taliban allies, while working to support the Afghan people as they build a stronger government and begin to take responsibility for their own security. Americans are implementing the strategy for transition approved by NATO at the summit in Lisbon, and they are supporting an Afghan-led political process that seeks to isolate al-Qaida and end the insurgency. American message to the Taliban remains the same, but today it may have even greater resonance: You cannot wait us out. You cannot defeat us. But you can make the choice to abandon al-Qaida and participate in a peaceful political process.
 In Pakistan Americans are committed to supporting the people and government as they defend their own democracy from violent extremism. Indeed bin Ladin had also declared war on Pakistan. He had ordered the killings of many innocent Pakistani men, women, and children. In recent years, the cooperation between our governments, militaries, and law enforcement agencies increased pressure on al-Qaida and the Taliban, and this progress must continue and Americans are committed to their partnership.
 Clinton asserts that all over the world Americans will press forward, bolstering their partnerships, strengthening their networks, investing in a positive vision of peace and progress, and relentlessly pursuing the murderers who target innocent people. The fight continues, and Americans will never waver. Clinton notes there are some who doubted this day would ever come, who questioned our resolve and our reach. But let us remind ourselves, this is America. We rise to the challenge, we persevere, and we get the job done.
 The largest kickbacks originate in the military industry. Military procurement is a corrupt business from top to bottom. The process is dominated by advocacy, with few checks and balances. Most people in power love this system of doing business and do not want it changed. War and preparation for war systematically corrupt all parties to the state-private transactions by which the government obtains the bulk of its military products. There is a standard 10% kickback to kleptocrats for military purchases.
 Participants in the military-industrial-kleptocrat complex(MIKC) are routinely blamed for mismanagement, not infrequently they are accused of waste, fraud, abuse, and kickbacks(WFAK), and from time to time a few of them are indicted for criminal offenses. All of these unsavory actions, however, are typically viewed as aberrations, misfeasances to be rectified or malfeasances to be punished while retaining the basic system of state-private cooperation in the production of military goods and services. These offenses are in reality expressions of a thoroughgoing, intrinsic rottenness in the entire setup.
 Offset contracts were also signed to the tune of many billion euros. Offsets are arrangements made by purchasing governments with their suppliers, requiring the contractors to reinvest a percentage of the value of the deal in the importing country. The arms trade is already an incubator of corruption with such large sums of money flowing around, and all that secrecy. It's so easy to avoid clear accountability about what you've bought, and why. The best antidotes are transparency and competition. But if you add offsets to the deal, it only gets murkier.
 Unfortunately, "out of sight, out of mind" appears to be the motto for most citizens. Like past imperial powers, war has become both constant and largely invisible. Military personnel die and funerals are held; service men and women are injured and families suffer. But most citizens go about their lives with little sense that their government is sending fellow citizens to kill and to die in their name.
 Unfortunately, both parties are complicit in today's welfare/warfare state. The answer to terrorism is better intelligence, improved international cooperation, and limited use of Special Forces, drones, and other limited means. In fact, intervention and war make terrorism more likely. As the U.S. has expanded operations in Pakistan and Yemen and backed foreign African military forces in Somalia, those nations have become greater incubators of terrorism. ~**SECRECY OF CENTRAL BANKS MEANS BIG TROUBLE AHEAD‏

Central banks must be abolished. Money needs to be defined by the government, perhaps as a quantity of gold as in the past, a basket of commodities, or something else in order to make payments and collect taxes.  Most information available on most government issues originates within the government. The basic reasons for the good press the Federal Reserve Board has had for many years has been that the Federal Reserve Board is the source of 98 percent of all writing on the Federal Reserve Board. Most government agencies have this characteristic.
 Congressman Ron Paul points out that last week the media focused on President Obama's basic eligibility to be president while ignoring the unconstitutional manner in which he governs. For example, his recent use of a signing statement to affect a line-item veto on a bill he signed into law as president.
 The recent continuing resolution to fund the government through September had an amendment that defunded four of his czar positions as a cost-cutting measure. These czars are administration appointees who exercise influence on policy matters, yet because they are classified as advisors and not cabinet officials, the President is able to avoid the Senate confirmation process.
 Ron Paul notes Obama agreed to defund the czar positions before passage as part of some very tough negotiations, and then afterwards clarified his position with a signing statement saying that he would ignore that portion of the law. Many battles have been fought in the past over whether or not the president should have line-item veto power. That debate is essentially settled. The president does not have that power, as that gives the executive too much legislative power. This administration just over-rode all of those debates with a single signing statement and assumed the power that no one would willingly give him.
 This comes on the heels of this so-called peace candidate, who hasn't ended a single war, taking us into yet another war without a declaration from Congress. The military commanders don't seem to have batted an eyelash at obeying unconstitutional orders despite their oaths of office. The bombings continue without a second thought. So here we have an executive who illegally legislates and single-handedly takes the nation to war. Obviously there are bigger constitutional issues here than the form of his birth certificate.
 Ron Paul points out the release of the birth certificate unfortunately trumped media coverage of the historic first-ever press conference held by Federal Reserve Chairman Ben Bernanke. Usually he testifies before congressional hearings and Ron Paul, as a congressman ask him questions, but on Wednesday, Bernanke spoke before the press and took questions from reporters. Other central banks do this kind of thing all the time, but for the Fed, this was a first and a sign that they are feeling pushback from the people about what they are doing to our money. Of course, nothing of any real substance was said, so it was a hollow, if interesting gesture on the part of the Fed.
 Ron Paul muses the Fed will never voluntarily give up the information we need to know about what they've been doing. The Fed spent the money -- so what happened to it? We need to keep the pressure on and demand a full audit of the Federal Reserve.
 The Federal Reserve's second round of quantitative easing(QE2) by printing $600 billion to purchase U.S. government bonds aimed at further stimulating the economy. QE2 followed the Titanic paradigm.
 If dollar devaluation becomes too pronounced, Washington threatens to kill the goose that lays the golden eggs: namely, the dollar's reserve status. If that were to happen, a global financial crisis of staggering intensity would surely erupt, the resolution of which would not favor the United States.
 The Federal Reserve refuses to give a public accounting of the trillions in

recent taxpayer-backed loans. Congress has the responsibility to force a public

audit of the Federal Reserve, and the American people deserve to know how their

tax dollars are being spent. Allowing the Fed to remain out of control and

shrouded in secrecy clearly allows for abuse and the continued stealing of our

tax dollars through inflation and unaccounted electronic bank loans.
 The Federal Reserve's abuses lead to constant economic crises like the current

housing crisis, international banking crisis and the resulting chaos. The

Federal Reserve System forces fuel, food, housing, medical care and education

costs upward, meaning that everyone who is not on the government dole is forced

to make do with less as the value of money slowly decreases. History shows us

that riots, violence and full-scale police states can result when people finally

realize fiat money isn't worth the paper it's printed on and refuse to accept
it.
 Central bank's artificial creation of credit is the culprit in the business cycle. As the boom turns into bust, the economy tries to readjust itself into a configuration that conforms to consumer preferences. That is why it is so essential for government to stay entirely out of the adjustment process, because arbitrary government behavior can only delay this necessary and healthy process.
 There is only one solution to all this monetary statism. Ditch the Federal Reserve entirely. Abolish it, along with all legal-tender laws. Separate money and the state, in the same way our ancestors had the wisdom to separate religion and the state. http://venitism.blogspot.com/

~**GOOD RIDDANCE OF BIN LADEN‏

Libertarian Party Chairman Mark Hinkle is glad to hear of the death of Osama bin Laden, who had no qualms about slaughtering American civilians. Hinkle laments that bin Laden leaves behind an evil legacy in the United States: the Department of Homeland Security, the TSA, the PATRIOT Act, warrantless wiretaps, the state-secrets doctrine, and other violations of Americans' civil and economic rights. Just like Osama bin Laden, these programs must be terminated.
 Hinkle asserts that President Obama must also end the wars in Afghanistan, Iraq, and Libya. It's time to stop being the world's policeman. It's time to bring all those troops home. Uncle Sam should also end its foreign aid programs, which create future terrorists by funding many dictators around the world.
 The Libertarian Party platform declares that American foreign policy should seek an America at peace with the world. Our foreign policy should emphasize defense against attack from abroad and enhance the likelihood of peace by avoiding foreign entanglements. We would end the current U.S. government policy of foreign intervention, including military and economic aid. We recognize the right of all people to resist tyranny and defend themselves and their rights. We condemn the use of force, and especially the use of terrorism, against the innocent, regardless of whether such acts are committed by governments or by political or revolutionary groups.
 The LP is America's third-largest political party, founded in 1971. The Libertarian Party stands for free markets, civil liberties, and peace. Two major parties try to commoditize all voters, transforming them to vegetables in the center field! Rabblerousers gravitate to two dominant parties running for the center, trying to offend as few people as possible. This produces a groupthink where everybody avoids the issues when they're running for office. Most citizens are disappointed in both major parties. They're hungry for a new approach, a new party, truly committed to substantive ideas, and not just to getting elected and focusing on their particular election cycles.
 Lemmings are Arctic rodents of poor eyesight, which can drown en masse. American Lemmings vote for Republicans or Decocrats. Europeans behave like lemmings when they masochistically vote for kleptocrats. British lemmings vote for Whigs or Tories. Greek lemmings vote for Pasok or Nea Democratia. Eurolemmings rely on the spinmill of Brussels bromides. Are you a lemming? Are you a victim of taxation and kleptocracy? Only libertarians try to minimize government and maximize individual liberty. It's not a shame to lose an election, but it's a shame to compromise your values in order to win an election. Obsession with polls is a sign of weak soul. The two major parties are willing to say anything and promise everything in order to win an election. Of course, after the election most promises are conveniently forgotten. The two major parties need an awakening call.
 Statism needs war; a free country does not. Statism survives by looting; a free country survives by production. If men want to oppose war, it is statism that they must oppose. So long as they hold the tribal notion that the individual is sacrificial fodder for the collective, that some men have the right to rule others by force, and that some alleged good can justify it — there can be no peace within a nation and no peace 
Men who are free to produce, have no incentive to loot; they have nothing to gain from war and a great deal to lose. Ideologically, the principle of individual rights does not permit a man to seek his own livelihood at the point of a gun, inside or outside his country. Economically, wars cost money; in a free economy, where wealth is privately owned, the costs of war come out of the income of private citizens — there is no overblown public treasury to hide that fact — and a citizen cannot hope to recoup his own financial losses (such as taxes or business dislocations or property destruction) by winning the war. Figures for the first half of 2010/11 show that 35 parents were imprisoned and 635 had suspended sentences: the final tally is expected to be at least 50 and 900 respectively.
 * Growing numbers of fathers are being sent to prison for missed child maintenance payments, prompting complaints that the sentences are disproportionate and undermine any chance of dads supporting their children.

 At least 50 parents are expected to serve sentences for non-payment of monies owed to the Child Maintenance and Enforcement Commission (parent body to the Child Support Agency) in the last financial year, double the number three years ago.
 The majority of cases involve fathers missing payments to support a child from a previous relationship. The number of parents getting suspended sentences – and therefore criminal records – each year has also risen.
 Between April 2007 and March 2008, 25 people were sent to prison for missed payments and 480 were given suspended sentences. Figures for the first half of 2010/11 show that 35 parents were imprisoned and 635 had suspended sentences: the final tally is expected to be at least 50 and 900 respectively.
 Legal experts say typical sentences for debts are 48 days and the full term is served. In effect, this makes them equivalent to terms given for serious crimes, including assault and theft.
 Craig Pickering, of Families Need Fathers, said: "How can a father or mother care and provide for their children if they are stuck in prison? It is imperative that child maintenance is seen in the context of looking after the child's best interests in every way. A parent is more than a walking wallet."
 The Child Support Agency (CSA) became notorious for its disorganisation. Since its launch in April 1993 it has fallen some £3.8bn short of its target for monies due from absent parents. Critics say that instead of prioritising the worst offenders they are simply picking off soft targets.
 In one case, the CSA has applied to imprison a father whose missing payment is just over £700, despite the fact that there are many owing tens of thousands of pounds who have received no sanction at all.
 Stephen Lawson, a solicitor specialising in child maintenance at Forshaws Davies Ridgway, said: "There are huge concerns about whether it's ever right to imprison anyone for a debt; debtors' prisons went out in the 1800s. But it's also hard to understand what the CSA's policy is on debt; they seem to pick on people in an arbitrary manner."
 Michael, a father of three from Cheshire who did not want to give his surname, was sent to prison for six weeks last summer after missing back payments of child support for his oldest son, Ben, who is now 22.
 "I got a knock on my door last year and was bundled into a police van and taken to court. They had been writing to me at the wrong address and I never knew. I was never given the chance to arrange a way of paying.
 "I was put in a category B prison with violent offenders. I still have nightmares about it. The irony is, when I got locked up I couldn't afford to pay for my two younger children, who I've always sent money for with an arrangement outside the CSA. My kids were upset they weren't able to see me all summer. I lost my job and have only just got work again, for a third of the salary. How will I pay now?"
 A CSA spokeswoman said: "It is highly unusual for anyone to be sent to prison for the non-payment of child maintenance. Magistrates must be satisfied that a parent has wilfully refused or culpably neglected to meet their financial responsibilities."

 Greece will weather some of its immediate financing problems but it cannot

reduce the size of its debt Olympus. Restructuring for Greek bonds is

inevitable. The motivation for bankruptcy would be to limit the financial

exposure and to incentivise the Greek government to stick to the current

objective of generating a sizable primary surplus by 2014.
 A large part of Greece's funding is at the short end of the curve; that is

unsustainable so the debt should be swapped for longer-dated paper. New bonds

will incorporate growth targets, so that if Greece achieved a certain GDP growth

rate over a fixed time, the bonds would pay out a higher coupon. In that way,

bondholders might be incentivized to trade in their old debt for something that

could be more advantageous to them, without necessarily taking a haircut. Such a

scheme, based on incentives, could have much less of a negative impact on

markets than an obligatory restructuring.
 Bankruptcies involving higher haircuts are associated with significantly higher subsequent required returns and longer periods of capital market exclusion. The worse the losses inflicted on the bondholders, the more the markets will punish the defaulters, and the longer it will be before the defaulters could access the capital markets again. Greece's debt increases like cancer. Delay isn't an option. It would be better off to impose a 40% loss on bondholders this year than a 70% loss in 2013.
 The stupid Marilizardist government of Graecokleptocracy is still siphoning in all the money with huge taxes and VAT, and Graecokleptocrats still demand kickbacks, which will only depress the economy further. You can't just cut your way out of this crisis while continuing political corruption. At some point, the Greek economy needs to start growing again. But this cannot happen in a depressed kleptocracy. Greece should bow to the inevitable, put some Graecokleptocrats in jail, announce a 40% haircut on its debt, drastically cut taxes, especially VAT, and impose a four-year suspension of interest payments on what remains outstanding.

 The European Parliament has upheld the parliamentary immunity of Italian MEP Luigi de Magistris, who is being sued for libel. By contrast, MEPs voted to lift the immunity of French MEP Bruno Gollnisch so that a complaint of incitement to racial hatred can be investigated.
 In the case of Luigi de Magistris (ALDE, IT), a case was filed against the MEP by Clemente Mario Mastella, in connection with an interview Mr de Magistris gave to an Italian newspaper on 31 October 2009. Mr Mastella argued that a part of that interview constituted libel and claimed damages of €1,000,000 plus costs.
 The European Parliament decided to defend Mr de Magistris' immunity, saying that in giving the interview in question Mr de Magistris "was acting in performance of his duties as an MEP and carrying out political activities by expressing his opinion on a matter of public interest to his constituents". MEPs add that "attempts to prevent Members of Parliament from expressing their opinions on matters of legitimate public interest and concern, and from criticising their political opponents, by bringing legal proceedings are unacceptable in a democratic society".
 In the case of Bruno Gollnisch (NI, FR), the International League against Racism and Anti-Semitism complained against an unnamed person for incitement to racial hatred in a press release issued on 3 October 2008 by the Front National group in the Rhône-Alpes Regional Council, of which Gollnisch was the President. Mr Gollnisch has explained that the press release was written by the Front National team in the region, including its head of communications, who was "empowered to speak on behalf of the Front National's elected officials". The French authorities have requested the waiver of Gollnisch's immunity so that the complaint can be investigated and so that, if appropriate, Mr Gollnisch can be tried. Mr Gollnisch, on the other hand, asked for the defence of his immunity.
 The European Parliament decided to waive Mr Gollnisch's immunity, saying the case was not connected to his activities as an MEP but rather to his role as a Rhône-Alpes regional councillor. Also, applying parliamentary immunity to such a situation "would constitute an undue extension of those rules".
 The report requesting the defence of Mr de Magistris' immunity was adopted by show of hands. The report requesting the waiver of Mr Gollnisch's immunity was adopted by 511 votes in favour, 56 against and 65 abstentions. Both reports were prepared by Bernhard Rapkay (S&D, DE).

 Most MEPs want an end to the practice of meeting in both Brussels and Strasbourg. Opponents of the two-city system want Belgium's capital to be the legislature's sole venue, but Napoleon Sarko resists. Although most working sessions take place in Brussels, Strasbourg currently hosts four full parliamentary sessions each month under a concession granted to France in 1992. Travel between Brussels and Strasbourg for 750 MEPs and thousands of their staff, riding the infamous exclusive gravy train, costs half billion euros each year.  Gertrude Tumpel points out to a number of historical examples, in which loose policies and the neglect of negative spillovers - led to imbalances and disorderly adjustments in international markets. In the late 1970s, the US was criticised by some observers for conducting an overly loose monetary policy, which allegedly led to a decline of the US dollar to historical lows.
 External imbalances widened (to about 2 per cent of GDP in aggregate terms at that time only!), and many countries, especially Japan and Germany, accused the US to seek gaining competitive advantages. It was the Fed's decisive policy action under Paul Volcker, raising the Fed's policy rate to a peak of around 20 per cent in 1981, which ended this Great Inflation experience.
 Another – more recent - example for a lack of policy discipline comes from the euro area. Tumpel notes that fiscal indiscipline in some – but not all! – euro area Member States had widespread financial markets implications. It is clear that there is a need to strengthen fiscal discipline significantly. The impunity of the 300 Graecokleptocrats of the Grand Brothel on Syntagma Square is the most freakish thing on Earth.
 Even though Graecokleptocrats looted many billion euros in kickbacks and churning, not a single Graecokleptocrat has ever gone to jail!  The ECB has called repeatedly for a quantum leap in this respect that would go beyond current proposals made by EU Heads of States and Governments, though the package proposed by the European Parliament is already an improvement in some respect. This quantum leap would include quasi-automatic applications of sanctions on the basis of clearly pre-defined criteria and without scope of discretion or waivers.
 These examples show that many policy makers - even today - believe that the "put your own house in order" approach is a sufficient recipe for international cooperation. International cooperation is solely an exercise in which the national authorities have the main responsibility for identifying and solving problems, albeit in a process which is monitored by other parties.
 Advocates of such a form of cooperation tend say that national authorities know best, or that full sovereignty and the absence of finger-pointing increase the chances of achieving cooperative outcomes. Moreover, if each party managed to keep its own house in order – the theory goes – policy failures would not occur, negative spillovers would be contained, and crises would not happen.
 Tumpel asserts that the putting-your-house-in-order concept is not sufficient in today's globalised economy. Raghuram Rajan wrote in his book "fault lines": in an integrated economy and in an integrated world, what is best for the individual actor or institution is not always best for the system.
 Therefore, just as micro-prudential regulation has failed to identify key systemic risks in international financial markets, a narrow focus on national policies alone is unlikely to deliver the global public good of a stable global monetary system and sustainable growth. Failing to properly recognise the impact of domestic policies on others, and the second round feedbacks on the domestic economy can be detrimental to growth and stability.
 Tumpel notes an excessive focus on the domestic economy may exacerbate global economic and financial imbalances, ultimately making future global crises more likely and more severe. This is all the more true for systemically relevant countries, which have a special obligation for international cooperation.

to get worse, which they won't, the Fed would be able to respond with monetary

weapons of mass stimulation.

~** STIMULUS FUNDS STIMULATE KLEPTOCRACY, NOT ECONOMY‏

Gertrude Tumpel points out that prior to the financial crisis, the deficiencies of macroeconomic policies and the lack of sufficient international cooperation led to the build-up of unsustainable external imbalances among key deficit and surplus economies. Such global imbalances paved the way and contributed to the financial crisis to unfold. This has not only revealed insufficient policy discipline and cooperation, but also the lack of an effective mechanism to influence macroeconomic and structural policies in key countries where those appeared unsustainable from the standpoint of global economic and financial stability.

 Stimulus funds stimulate government, not the economy. Downturn in a business cycle is painful but necessary medicine for restoring equilibrium to the economic system.  Tumpel notes the global economy has become in creasingly interconnected and its degree of integration will most likely continue to increase in the future. Foreign trade is projected to exceed the pre-crisis levels next year, reaching a new historical high of about 64% of the world's GDP. Financial openness, defined as the amount of foreign assets and liabilities, is estimated to be more than 300% of the world's GDP in 2009. This interconnectedness brings externalities and policy challenges. And the recent global financial crisis has been a reminder that this can have dramatic consequences on the stability of the international financial system and that national policies do not suffice in preventing such imbalances from occurring.
 Eurobonds violate the Maastricht Treaty, which stipulates that no country can be held liable for another country in Fourth Reich(EU). Eurobonds would even elevate liability to the level of a principle and force Germany to vouch for the debts of other countries whose fiscal behavior they cannot control. Germans would not tolerate the tax increases and reductions in transfer payments that this would necessitate.
 Eurobonds would not be as safe as German government bonds. And since they would stimulate even heavier borrowing, they would have to yield higher rates. In the wake of the current bailout measures, the German government burdens taxpayers with risks worth one trillion euros. Likewise, over the last year, risk premiums for German government bonds have doubled. There simply isn't any more room for maneuver.
 Tumpel musest the growing integration of the world economy has contributed to create another dimension of loose policies: the failure to recognise the impact of domestic policies on other countries or the global economy, where the policies' externalities can be detrimental to global growth and the stability of the global economic system. This lack of policy discipline is often an outcome of an excessive focus on short-term objectives as opposed to long-run sustainability.
 When the Fourthreichian bank stress test results were made public in July of 2010, skepticism soon followed. After all, just seven of 91 banks failed, leading some to consider the tests a hoax. None of Ireland's banks failed. Yet Ireland floundered under the sheer expense of bailing out and reforming its financial system. We now know the stress tests were nothing more than a placebo for the market!
 The exit from monetary policy easing and fiscal accommodation after a recession is a case in point. Tumpel notes that a delayed exit from accommodative monetary policy after a recessionary period may contribute to excessive risk taking and large international capital flows. The ECB Governing Council decided to raise by 25bp its official rates in April. Similarly, exiting too late from stimulative fiscal policy may run the risk of triggering an adverse adjustment in global asset prices and global exchange rate configurations. In this respect, the commitment taken by the G20 countries to reduce their deficit by half by 2013 is of utmost importance.
 The too-big-to-fail (TBTF) banks that acted as middle men in the mortgage machine knew that the mortgage-backed securities (MBS) they packaged and sold to investors didn't meet the standards they claimed. In essence, MBS buyers were sold Ferraris but took delivery of Yugos. Because of these material misrepresentations, TBTF banks could be forced to repurchase hundreds of billions of MBS that they sold to investors. Since they don't have that kind of cash lying around, it's likely they will turn to their federal benefactors for another bailout.
As the health of much of the global economy weakens on a daily basis, political

leadership increasingly ignores the source of the malady and instead focuses on

short term band-aid remedies. These measures which may buy a few months, or

years, of relative wellbeing, will convince the public that problems have been

solved and will thereby take pressure off governments to make the needed

structural changes. The $1 trillion EU bailout is a perfect example of this

band-aid approach. Napoleon Sarko threatened to pull out of eurozone, unless

Merkel agreed to back the European Union's bailout plan!
A serious threat to the euro would only emerge if the financial markets lost faith in major debtor countries like Spain and Italy. But there is little evidence of that happening right now, because these countries have all passed austerity measures and there is enough money available on the market. Investors must be able to afford to spurn certain investment opportunities, and this is only possible when there are better alternatives. But within Europe, the chances of finding suitable alternatives are limited. Even if all international investors were to view Germany as the only safe haven on the continent, not all potential lenders would be able to get a piece of the action.
The euro has been rescued for the moment, but Eurokleptocrats have thrown the

foundations of Fourth Reich's common currency overboard with their unprecedented

bailout package. In the longer term, the dangers of the crisis can only increase, and the flood of billions of euros will lead to inflation. Eurokleptocrats have thrown overboard all the noble principles and promises of the formal, tough treaty-based foundations for the introduction of the euro and the independence of the European Central Bank.
Eurokleptocrats sacrificed the independence of the European Central Bank and

paved the way for a European Inflation Union. There won't be any state

bankruptcies in the eurozone in the future. ECB will just purchase government

bonds of the country in trouble. The money can't run out as ECB prints it

itself. A flood of money like that can't continue without any consequences. The

currency's stability will be undermined and inflation will destroy Fourth Reich.
ECB now purchases government bonds in emergencies. Not only has this been

prohibited until now, it also contradicts the central bank's overarching goal,

keeping the value of money stable. Now this taboo is broken, and the very

foundations of eurozone are eroded. ECB's independence' has now been shown to be

nothing more than a sham, a chimera, a will-o'-the-wisp. In the end, ECB and

euro will be punished for this decision to stand down from what had previously

been considered sacred.
This policy effectively makes ECB a bad bank, a bank that buys up toxic assets

as a means of helping out other institutions, all protestations of its president

to the contrary. The pile of junk bonds on the ECB's balance sheet continues to

grow. The fact that the ECB is keeping prices artificially high is downright

encouraging banks to unload their risky assets onto the central bank.
The European Central Bank has been buying up Greek bonds by the bucketload, even

though Athens is already getting money from an EU rescue fund. There is a

French plot behind the massive buy-up, as it gives French banks the perfect

opportunity to get rid of their Greek assets. German banks, on the other hand,

are not potential sellers, because they have made a voluntary commitment to

 Index on Censorship points out in Argentina, inflation is never far from the media agenda. Primetime news channels endlessly debate the monthly rises in the canasta basica — the basic monthly family shopping basket — and the apparent divergence from official statistics.
 Ed Stocker notes that expressing contrasting views about the level of inflation in the country has become a divisive issue, highlighted by the decision of Internal Commerce Secretariat to fine several companies in April over their price-rise data.
 Companies fined include Estudio Bein & Asociados, Finsoport, M&S Consultores and GRA Consultoras, as well as Graciela Bevacqua, a former employee of Indec, the state organisation charged with gathering statistics.
 The secretariat claimed companies were being fined for publishing information that lacked scientific rigour, adding that if it was broadcast by media organisations it could lead to error, deception or confusion.
 Miguel Kiguel, a former economist for the World Bank and head of the Econviews financial consultancy, received a fine of 100,000 euros for his forecast. Speaking to Index on Censorship, he said: This whole episode fine is surprising. The process is based on fair commerce laws that don't apply to professional services and misleading advertising –– but we don't carry out any type of advertising. It's a way of scaring professionals who suggest that inflation is higher than the figures published by Indec.
 Asked if the government's actions amounted to a freedom of expression violation, he replied: Effectively these fines limit freedom of expression. The whole case is based on public declarations that I made in newspapers and on the radio. It is very worrying that one can receive very high fines for expressing one's opinion on inflation and monetary policy.
 Stocker points out members of the Internal Commerce Secretariat defend their decision to impose fines. El Cronista Comericial, a newspaper that had previously questioned the reasons behind the fines, published an article by Internal Commerce national director Fernando Carro and Graciela Peppe, entitled "The truth will make us free".
 In the article point out one cannot assume that the resolutions behind the fines violate rights guaranteed by the National Constitution. Claiming that the fines infringe constitutional rights has no basis. They add that suggesting government actions were an act of censorship showed a profound confusion. From the ongoing investigation it has been possible to prove that the levels of inflation ascertained and disseminated by the firms that have been punished are little more than an artificial invention, based on reflections lacking the smallest hint of reliability.

This means that key reservation and ticketing information will be inter-operable and can be exchanged between rail companies throughout the EU as well as ticket vendors.

 Randal O'Toole points out high-speed rail will serve only about eight percent of citizens. Its main market is downtown-to-downtown travel. But little more than seven percent of citizens work in big-city downtowns, and fewer than one percent live there. For the few who use it, high-speed rail will substitute an expensive form of travel for much more affordable forms. Fares on rail average nearly 75 cents a passenger mile, compared with average airfares of 13 cents per passenger mile and bus fares that are even lower. http://venitism.blogspot.com/
 The Commission will in 2012 bring forward a complementary legal measure requiring rail operators to bring their IT systems and practices into line, so that the standardised data can in practice be transferred between operators.  O'Toole estimates citizens spend an average of 35 cents a vehicle mile on driving, and cars in intercity travel carry on average more than two people, so the cost per passenger mile is around 15 cents.  Kallas wants to make it as easy, in the future, to book a rail ticket from Barcelona to Brussels or Berlin to Bratislava as it is to book a corresponding flight. Making common timetabling and fare information available to operators is a significant first step, but it is just the start of a much bigger push to make pan European rail planning and ticketing a reality.
 Unlike the interstates, which were paid for exclusively out of gasoline taxes and other highway user fees, all of the capital costs and much of the operating costs of high-speed trains will be subsidized by taxpayers who will rarely ride the trains. This is the way it works in France and Japan, where, despite having population distributions much more conducive to rail travel, residents ride high-speed trains an average of less than 500 miles a year.
 Nor will high-speed rail offer any environmental benefits. The average intercity auto trip today uses less energy per passenger mile than the average train. While it takes a lot of energy to move trains 150 miles per hour or more, autos are getting cleaner and more energy-efficient every year, so by 2025 the average car will be greener than the most efficient train. High-speed rail will do little more than drain our economy. It is foolish to ask taxpayers to spend hundreds of billions on trains that few can afford to use.
 Railways have evolved with a national focus. Today this manifests itself in widely differing booking systems, based on data which is processed in different ways and is largely not interchangeable. The result, for passengers, is very limited possibilities to book rail tickets cross border (with the exception of a small number of major international direct cross border rail routes). This is unlike the situation in competing modes, eg the airline industry which has evolved serving mainly cross border routes and where the journey planning and ticketing are widely and easily available on a pan-European basis (built largely on the use of a common central reservation system Amadeus).
 The new EU technical regulation adopted today - Telematics Applications for Passenger Services – will force the standardisation of data relating to timetables and fares. This is the basic data underpinning journey planning, reservation and ticketing systems, for example data relating to: what kind of train is running, when the train stops, where it stops, what kind of accommodation is available eg first and second class seats; how many unreserved seats are available, tariff structures etc. Importantly, the Regulation also legally requires operators to make data related to timetabling available in the public domain, as well as to make fare information available to agreed partners.
 In 2012, the Commission will bring forward a complementing measure, to guide all railway companies and ticket vendors in adapting their IT data systems so that they are in line with EU wide standards and data can in practice be exchanged and used by all operators in different rail booking and ticketing systems throughout Europe. Taken together these measures lay the technical foundations for a new generation of pan European rail passenger journey planners and ticketing tools to start to come on the market in the following years.
